LEGISLATIVE COUNSEL

The Pension Rights Center, a Washington-based consumer organization dedicated to protecting and promoting retirement income security, is seeking a Legislative Counsel.

The Legislative Counsel tracks federal legislation and regulations affecting pensions and retirement savings, analyzes and drafts proposed legislation, comments on proposed regulations, testifies before Congress and administrative agencies, and lobbies Congress on pending legislation. The Legislative Counsel reports to the Center’s Policy Director, and also works with the Center’s National Pension Assistance Resource Center Director and Director.

Activities and Responsibilities  
Specific activities and responsibilities include:

  • Tracking relevant retirement income and appropriations legislation in Congress;
  • Working with the Center’s legal and policy staff to evaluate retirement security legislation and proposals;
  • Assisting in the drafting of legislative proposals and amendments relating to pensions, retirement savings plans, and pension assistance programs;
  • Meeting with Members of Congress and their staff on retirement income and appropriations measures;
  • Responding to inquires from congressional offices regarding pending and proposed legislation relating to pensions and retirement savings plans;
  • Reviewing testimony, letters, comments and memoranda on pending legislation;
  • Testifying before congressional committees and administrative agencies;
  • Working with the Center’s Staff Attorney and Communications Director to prepare summaries of legislation, regulations and court cases for the Center’s websites and e-newsletters, and writing fact sheets, legislative updates, and other publications;
  • Responding when appropriate to media inquiries; and
  • Serving as spokesperson, and representing the Center at conferences and meetings.

Experience and Qualifications

  • Three to five years experience working for a congressional office or committee preferred;
  • A law degree required; working knowledge of pension law preferred;
  • An understanding of legislative strategy and procedure;
  • Experience working in public interest coalitions;
  • An ability to work collaboratively;
  • A willingness to engage proactively with Members of Congress and congressional staff;
  • Demonstrated ability to analyze complicated legislative and regulatory issues;
  • Ability to produce high quality work under pressure and consistently meet deadlines; and
  • Excellent written and oral communication skills.
